I am following the official tutorial to install ros2 on windows. I used message generation and message runtime in cmakelists.txt and package.xml, then did catkin make to compile the messages. There is no ros package called gazebo_plugin, nor is there an ubuntu package (in your case) that is called gazebo_plugin, so rosdep cannot determine which package should be.
